Tangipa v. Newsom

California is sued by the Department of Justice and the California Republican Party over the successful constitutional amendment vote to allow mid-decade redistricting in the state.

On November 13, 2025, the U.S. Department of Justice filed a motion to intervene as a plaintiff in a suit filed November 5, 2025, by the California Republican Party against California Governor Gavin Newsom to block California’s new congressional district maps, approved overwhelmingly by California’s voters in a November referendum. In the underlying suit, the California Republican Party and individual plaintiffs alleged that California unlawfully used race as a factor when drawing district lines, thereby violating the Fourteenth and Fifteenth Amendments. With her announcement of the effort to join the Republican Party suit, Attorney General Pam Bondi called the referendum that won more than 64% of the vote “a brazen power grab that tramples on civil rights and mocks the democratic process.”
