AG ​Bonta joined a coalition of 18 attorneys general in submitting a comment letter to the U.S. Pipeline and Hazardous Materials Safety Administration (PHMSA), opposing ExxonMobil’s request for PHMSA to make an administrative determination that federal law preempts certain state common law claims pertaining to hazardous materials transportation.
